Jason Alt

  • Chief Executive Officer

Jason Alt serves as Chief Executive Officer of ProSource Land Services, where he leads the company’s national infrastructure services operations supporting utility transmission, transportation, municipal, aviation, environmental, and disaster recovery programs throughout the United States.

Mr. Alt brings nearly 30 years of aviation and infrastructure experience, including more than 27 years specializing in right of way, land acquisition, relocation, title, and public infrastructure program delivery. Since joining ProSource in 2006, he has played a key leadership role in the company’s strategic growth, operational development, and expansion into complex infrastructure markets across the country.

Throughout his career, Mr. Alt has directed and advised multidisciplinary teams on technically demanding and politically sensitive projects involving utility corridors, transportation systems, airport development, redevelopment initiatives, federally funded infrastructure programs, environmental coordination, and large-scale disaster recovery efforts. His experience includes executive leadership, operational strategy, stakeholder coordination, regulatory compliance, and oversight of complex acquisition, relocation, title, and infrastructure support programs across both public and private sector environments.

Mr. Alt has advised public agencies, municipalities, utilities, engineering firms, airport sponsors, and infrastructure owners nationwide on infrastructure delivery, right of way strategy, relocation, real estate program management, and regulatory implementation. His background also includes professional airport operations experience at Denver International Airport and decades of experience supporting FAA-related infrastructure and land programs.

In addition to his infrastructure and utility experience, Mr. Alt has extensive involvement in municipal redevelopment and disaster recovery initiatives, including federally funded housing recovery, voluntary acquisition programs, neighborhood revitalization efforts, and complex relocation programs associated with natural disasters and major public projects.

Mr. Alt’s leadership philosophy is centered on accountability, operational discipline, technical excellence, and building strong teams that deliver practical, client-focused solutions for complex infrastructure challenges. He believes long-term success is built through integrity, collaboration, continuous improvement, and a culture where people are empowered to lead and take ownership of results.

Dave Hennen

  • Vice President, Environmental Services

Mr. Hennen has over 20 years of experience in environmental consulting for the energy industry. He serves as the Director of Environmental Services and the company Health and Safety Officer. He specializes in project management and regulatory and environmental permitting for linear construction projects, including pipelines, power lines, water lines, roads and trail projects. Mr. Hennen works closely with clients and agencies to ensure regulatory and environmental compliance, while meeting project expectations. Mr. Hennen has conducted environmental training for energy company representatives, construction contractors and agency staff and has performed environmental inspections on behalf of energy companies and agencies. Mr. Hennen has successfully obtained federal, state and local permits and approvals for routing, stream and wetland crossings, erosion and sediment control, water appropriation and discharge, threatened and endangered species and cultural resources. He manages projects from the route selection and title work phases, through land acquisition, permitting, construction and restoration. Mr. Hennen also manages National Environmental Policy Act (NEPA) reviews, phase I and II environmental site assessments (ESA), tier 1 and 2 environmental reviews, demolition surveys and activities for large scale projects, as for residential and commercial properties.

William "Andy" Riales

  • Vice President of Land – Central United States

William “Andy” Riales, Executive MBA in Energy

William “Andy” Riales is a senior energy executive with more than two decades of leadership spanning land management, electric transmission development, utilities, power generation, oil and gas operations, natural gas pipeline infrastructure, renewable energy, and artificial intelligence enablement strategies. He is recognized for leading complex, multi‑state infrastructure programs with rigorous regulatory alignment, disciplined operational execution, and a collaborative leadership style that consistently strengthens stakeholder confidence.
As Vice President of Land for the Central U.S. at ProSource, Andy oversees transmission development strategy, land acquisition, and cross‑functional project leadership. His background includes leading major transmission programs at NextEra Energy Transmission—managing projects up to $6B, shaping winning competitive bids across multiple ISOs, and introducing innovative tools such as AI‑enabled construction monitoring.

Andy’s career spans the full energy value chain, with prior roles at Black Hills Corporation, XTO/ExxonMobil, Chesapeake, Devon, and Southwest Energy. He holds an Executive MBA in Energy from the University of Oklahoma and is completing executive programs at Harvard Business School. He is an active member of AAPL and IRWA.

Scott Stenger

  • Chief Strategy Officer

Mr. Stenger has over 25 years of experience with right of way project management, site acquisition, land title abstracting and examination services for major construction projects. He is a Licensed Abstractor and Real Estate Broker, accomplished with title research and examinations, title continuations, field title investigations, direct purchase, reporting, relocation, project management, and landowner negotiations and liaison. Mr. Stenger has extensive knowledge in regards to the application of state statutes and regulations regarding construction projects, and has completed the direct purchase of properties throughout the United States.

Greg Wheeler

  • General Counsel

Mr. Wheeler has over 25 years of experience in administrative, regulatory, real estate and contract law, real estate and right of way acquisition, linear project routing and construction permitting issues. He is a Minnesota and Wisconsin licensed attorney specializing in right of way and land acquisition for utilities, municipalities, state and federal agencies, and private infrastructure developments, and is well versed in the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act). Mr. Wheeler is proficient with all aspects of land acquisition issues including routing, title continuation, field title investigation, direct purchase, title review, landowner liaison, relocation, public relations and the appraisal process. He also participates in regulatory proceedings and public meetings, zoning compliance and hearings, state and federal agency liaison, and testimony/brief drafting assistance for certificated projects.

Samantha Tibbetts

  • Manager, Human Resources

Ms. Tibbetts leads the Human Resources programs and strategic HR initiatives at ProSource, bringing eleven years of experience in Human Resources operations. A dedicated HR professional, she is passionate about fostering a positive workplace culture while supporting leadership and promoting employee development. Throughout her career, Ms. Tibbetts has played a key role in a broad range of HR functions, including employee relations, recruitment and retention, compensation and benefits, compliance, employment law, and performance management. Her approach is grounded in strong interpersonal skills, thoughtful analysis, and strategic planning. Ms. Tibbetts holds a bachelor’s degree in psychology from the University of Minnesota Twin Cities. She is known for her commitment to creating supportive, high-performing work environments that align people, process, and purpose.

Shannon Melloy

  • Director, Relocation Services

Shannon Melloy serves as Director of Relocation Services for ProSource Land Services, bringing more than 20 years of real estate with 10+ including federally compliant relocation experience to complex public infrastructure and redevelopment projects.

She oversees all phases of relocation under the Uniform Relocation Assistance (URA), including eligibility determinations, advisory services, replacement housing analysis, move coordination, and claim administration. Her experience includes residential and multi-family tenant relocation, business and industrial displacement, nonprofit and institutional relocations, temporary relocation, disaster recovery, airport and transportation corridor projects, and large-scale public works initiatives.

In addition to relocation, Shannon supports acquisition efforts, including “Buy the Farm” proceedings and complex landowner negotiations associated with infrastructure development. As a licensed Real Estate Broker in Minnesota and Wisconsin, she integrates market expertise with regulatory compliance to deliver efficient, defensible, and community-sensitive relocation outcomes.

Chris Happ

  • Director, Right of Way Delivery

Chris Happ is the Director of Right of Way Delivery at ProSource Land Services, where he leads the execution of complex right‑of‑way acquisition and relocation programs for utility, transportation, and public infrastructure projects. With 13 years of experience, Chris brings extensive expertise in multi‑state corridor delivery, utility infrastructure, and public agency coordination. His background includes managing large‑scale electric transmission, natural gas, fiber‑optic, and municipal improvement projects involving thousands of easements and fee acquisitions.

Chris is highly experienced in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act) and has successfully led acquisition and relocation efforts in coordination with federal, state, and local agencies. He is known for his structured, compliance‑driven approach and his ability to guide multidisciplinary teams through all phases of right‑of‑way delivery—from early planning and stakeholder engagement to construction support.

At ProSource, Chris focuses on delivery strategy, quality assurance, team leadership, client coordination, and schedule performance, ensuring projects are delivered efficiently while maintaining strong landowner relationships. He holds an Iowa Real Estate Salesperson license, is a Notary Public in Iowa and Wisconsin, and has a Florida real estate license pending. Chris has also completed extensive professional education through the International Right of Way Association (IRWA).
